When the hydrant is off, the piston is raised shutting off the water at the spool valve. The water drains out of the riser into the reservoir below the frost level. When the hydrant is turned on the piston moves down forcing all the stored water out through an air gap and back deep into the ground. This not only prevents old stored water from reentering the potable water but also prevents water from saturating the surface making a frozen muddy mess.
